If you are using Outlook with Exchange account, then it is recommended to enable Cached Exchange Mode. Note: You will have to disable the protected view property for every Office application separately. So it they will be opened faster in Outlook. Now Word files will not be protected as an attachment in Outlook application.

If this is not the case for you, then verify if one of the following Registry values exist with its value set to 1. When you are using an Exchange account then, by default, Protected View for all attachments from internal emails is disabled while it is left enabled for external emails.
